Answer

The Chancellor announced a total of £2 billion, at his Summer Economic Update, for a Kickstart Scheme for 16-24 year olds. This funding covered England, Scotland and Wales, and is phased across three years: £215 million for 2020-21, £1,670 million for 2021-22 and £110 million for 2022-23.

The Barnett consequential of the £215 million for 2020-21 is £6 million. Funding for future years to be included in the Spending Review.

Barnett consequentials are not hypothecated, meaning they do not have to be used for the purpose which gave rise to the consequential.
