Answer

In light of the ongoing Covid restrictions, the DVA is considering a range of options to enable it to manage the demand for testing across its network particularly given the increase in demand from late March onwards. I can confirm that one option under consideration is extending TECs beyond the twelve month period to ensure all vehicles can legally be kept on the road.

In terms of ensuring the safety of customers and staff, the DVA has carried out an extensive review of its risk assessments to ensure that all relevant control measures relating to Covid-19 have been incorporated into its vehicle testing processes. The risk assessments fully comply with the latest advice and guidance published by the Public Health Agency in terms of social distancing, regular handwashing and good respiratory hygiene and the measures the DVA has adopted have been endorsed as both necessary and proportionate by the Chief Medical Officer.

All vehicle examiners are provided with face coverings and are required to wear a range of Personal Protective Equipment (PPE) while conducting vehicle tests. Single use disposable seat covers are also provided and only one examiner will enter each vehicle presented for test. All customers have access to hand sanitiser and toilet facilities at each test site. As a precautionary measure it is also recommended that customers bring their own hand sanitiser and /or wipes to clean and sanitise all internal surfaces in their vehicle after the test has been completed.

However, I can fully understand the concerns that vulnerable people may have about presenting their vehicle for test, but I would emphasise that it is not essential for them to do so. Indeed many vehicles are presented by the repair garage, a relative or friend on behalf of the owner which is an option some customers may wish to explore in order to allow a period of time between the test and the vehicle being utilised directly by the owner.

I can assure you it is my priority to ensure that our staff and customers remain safe and the DVA will continue to be guided by the latest public health and scientific advice as we work as quickly as we can to serve all our customers.
