Answer
This planning application was determined by Newry, Mourne & Down District Council some time ago on 21 October 2015. I can confirm that my Department has not received a transboundary notification for this application from Newry, Mourne and Down District Council.
The obligations for the management of such a local application are laid out in legislation and it is a matter for a district council, in its role as local planning authority, to satisfy itself that these obligations have been met.
